The Council has adopted the International Definition of Antisemitism in full, including all of its examples.
The Council was established on 1st April 2023. It replaced North Yorkshire County Council, Harrogate and Scarborough Borough Councils and Craven, Hambleton, Richmondshire, Ryedale and Selby District Councils (“the former councils”).
In 2021, Campaign Against Antisemitism submitted requests to the former councils under the Freedom of Information Act 2000 and it emerged that some of the former councils had adopted the International Definition of Antisemitism:
North Yorkshire County Council adopted in full, on 18th February 2020.
Harrogate Borough Council adopted in full, on 5th February 2020.
Selby District Council adopted in full, on 20th February 2020.
Scarborough Borough Council adopted on 4th January 2021 (it was unclear if this included the illustrative examples).
In 2022, the following former councils confirmed they had not yet adopted the International Definition of Antisemitism:
Craven District Council.
Hambleton District Council.
Richmondshire District Council.
Rydale District Council.
The Council told Campaign Against Antisemitism: “The IHRA definition has been carried over to the new authority, North Yorkshire council, in its entirety. The adoption of the 2020 IHRA definition will stand for the next 5 years for the whole county area. The position of the previous district councils no longer applies since they are now under the jurisdiction of North Yorkshire Council meaning the definition applies across all districts.”
This information was obtained after Campaign Against Antisemitism submitted a request under the Freedom of Information Act 2000 on 11th April 2023, to which the Council responded on 20th July 2023.
